Microsoft PowerApps is a suite of cloud-based software services. You can build your app to read and write to data sources like SharePoint, SQL Server, Dynamics, Twitter, and Salesforce. The data can be held in the cloud or on-premise.
End-users can access the app from anywhere using any devices (desktop, tablet, mobile) browser. They do not have to be online to use your app. With a few extra steps data can be held on the device and synced when online.
Obliviously a device may not be able to hold large amounts of data. But in most circumstances, enough data can be held to make the app functional. When the user reconnects, data is forwarded as if the device had been online at the time.
An example, a user may be in a black spot within the building or off-site. The user would still be able to use your app.
